The Power Content Label (PCL) is an annual report that shows where AMP's electricity was generated during the calendar year and how it compares to California's power mix. In fall 2025, the PCL for 2024 was released, showing AMP's 100% clean portfolio.
Construction is underway on the Otis/Broadway area undergrounding project. This project will remove all overhead lines and utility poles within the project boundaries and will be completed in multiple section phases.
ALAMEDA, CA – At its regular meeting on April 21, the Alameda Public Utilities Board (PUB) approved a four percent system average rate increase for FY26 effective July 1st, 2025. This rate adjustment allows AMP to maintain its power reliability, system operations, and clean energy goals as a benefit to the Alameda community.
Customer rates are still approximately 44.5% lower than neighboring investor-owned utilities such as PG&E, saving Alamedans a total of $63.5 million annually.
AMP is a community-owned and locally operated clean electric system and does not make a profit on rates. The revenue from electric sales goes toward the operation of the system, customer-facing programs, and to the community through annual transfers of $6 million to Alameda’s general fund for essential services.

Following a comprehensive search, Alameda City Manager Jennifer Ott has appointed Tim Haines as the General Manager of Alameda Municipal Power (AMP). With over three decades of experience in the energy and water industry, Haines brings a wealth of knowledge to the role. Haines has served as AMP’s Interim General Manager since May.
Alameda Municipal Power, one of the nation’s oldest public or private utilities, serves more than 38,000 residents and businesses in the City. Committed to providing clean, sustainable, and reliable power, AMP has achieved 100% clean energy since 2020, making the City of Alameda the lowest greenhouse gas emitting community in Alameda County and one of the lowest in the State of California.
As General Manager, Haines will function as the administrative head of the department, ensuring alignment with the City’s policies and strategic goals. Haines will further the strategic vision of the organization and provide direction on work related to the design, engineering, construction, maintenance, and operation of AMP facilities and businesses.
“Tim’s extensive experience and proven leadership make him an ideal choice to lead AMP,” said City Manager Jennifer Ott. “I am confident in his ability to implement AMP’s strategic plan and look forward to working together to continue to find innovative ways to maintain a strong safety record, increase reliability, and grow our commitment to a sustainable future.”
Prior to joining AMP, Haines served as the Interim General Manager of California Community Power, a Joint Powers Agency comprised of nine California Community Choice Aggregators serving three million customers across more than 145 municipalities. He has also held leadership positions at State Water Contractors and the California Department of Water Resources. Haines began his career with the Sacramento Municipal Utility District and the United States Navy and holds a Bachelor’s degree in electrical engineering and a Master’s degree in engineering management.
