AMP Nonresidential Rebates General Terms and Conditions, and Eligibility
Terms and Conditions
- Products and, or equipment must be installed and used at an AMP’s customer’s service address.
- Rebate applications must be submitted within 6 months of the purchase date of products and, or equipment.
- Participant agrees that ordered products and, or equipment will not be resold under any circumstances.
- Participant is solely responsible for the installation of all products and, or equipment in accordance with the manufacturer's specifications.
- Products and, or equipment must be purchased as a brand-new item unless otherwise specified by AMP.
- AMP reserves the right to reject any application that is incomplete or fails to meet the program requirements.
- AMP does not provide service or technical support for the installed products and, or equipment. Please contact the retailer or manufacturer for information.
- Participant acknowledges that AMP does not expressly or implicitly warrant the performance of installed purchased products and, or equipment and is not liable for any damage caused by the installation of products and, or equipment; or for any damage caused by the malfunction of the installed purchased products and, or equipment.
- AMP is not responsible for items lost or delayed in the mail, nor any remittance delayed due to incorrect applications.
- Participant and, or Customer agrees that AMP reserves the right to inspect the installation premises of the product and, or equipment for twenty-four (24) months after the date of application or request additional documentation prior to rebate payment. Rebate may be denied by AMP if this condition is not met by the participant. Rebates must be surrendered if any participant is out of compliance after rebate payment.
- Participant agrees to comply with all permitting and inspections rules and regulations set forth by the City of Alameda. Participant is responsible for obtaining related permit(s) and completing the inspection process as required by the City of Alameda. Final permit issuance may be required to receive rebate.
- AMP and its subcontractors are committed to the confidentiality of Participants’ personal information. AMP shall not sell or otherwise distribute Participant’s name or identifying information without Applicant’s written approval. AMP, may, however, use Participant’s contact information to communicate with Participant about applicable AMP programs and discounts.
Eligibility
- Eligible Participant(s) must have an active AMP utility account.
- Participant(s) must be serviced on AMP’s nonresidential rate schedules.
- New construction is not eligible. The installation or remodeling of an additional dwelling unit is considered new construction.
- Participant(s) can reapply for programs every five (5) years per program requirements.
- The rebate cannot exceed the pre-tax purchase price after discounts, credits, and other rebates of products, and, or equipment.
- Products and, or equipment that are resold, gifted, rebuilt, included with another purchase, and, or received from warranty insurance claims, are not eligible.
- AMP programs are subject to the availability of funds. AMP reserves the right to modify, amend, or terminate the program in whole or in part, at any time and for any reason without prior notice.
- Rebates are issued on a first-come, first-served basis. Rebates and incentives are offered until approved funds are exhausted. The submission of a program application does not guarantee payment.

Alameda Municipal Power (AMP) A1, A2, A3, M1 and M3 business customers have the option to install a heat pump water heater (HPWH) with a 50 to 120-gallon size. This option must meet the following eligibility and general requirements.
Customer Eligibility
- Applicants must have a valid AMP account, and projects must be installed on the account listed on the application form.
- In no case will AMP pay more than 100% of the actual non-taxed cost for the project.
- AMP must approve the project before work proceeds. AMP has final approval of all projects.
- Applications will be accepted on a first-come, first-served basis until funds are exhausted.
- All projects must have a pre-installation and post-installation inspection by AMP.
- AMP reserves the right to modify or discontinue this program without prior notice at its discretion.
Heat Pump Water Heater Rebate

Efficiency Requirements
- Energy Star-qualified models (See EnergyStar.gov)
- Must be new and replace a previously installed product
- Must have an Energy Factor (EF) of three (3) or greater
- First Hour Rating (FHR) of fifty (50) gallons per hour or more
- Minimum six (6) year warranty
Customer General Requirements
- Effective date of this program is September 21, 2020. Only purchases made on or after the start date are eligible.
- The projects must utilize new, energy-efficient equipment. Used, reconditioned, rebuilt, or restored equipment does not qualify.
- AMP reserves the right to withhold funding for projects that do not meet technical requirements upon completion.
- HPWH must replace gas-fired water heater. Electric to HPWH are not eligible.
- Project must be permitted.
- All electric work must be performed by an electrician with a valid C-10 license.
- All installations must meet the technical requirements listed and be installed in accordance with all applicable local, state, and national codes and ordinances.
- Customer is solely responsible for installation of all rebate products to the manufacturer’s specifications.
- AMP may require a third party of its choice to review a project at no cost to the customer or contractor.
- Customer agrees that AMP reserves the right to inspect the installation premises of the heat pump hot water heater for 24 months after the date of application or request additional documentation prior to rebate payment. Rebate may be denied by AMP if this condition is not met by the customer.

Permitting
- Installing a heat pump water heater requires a permit from the City of Alameda.

How to Apply
Register and apply using the online application form and attach your equipment specifications
Once we receive your application, we will contact you to schedule inspection. If the project is approved, you will be notified by AMP via email. After the project has been completed, contact AMP to schedule the post-installation inspection. We will also require a copy of a paid invoice and proof of customer payment. Please allow up to 6 weeks to receive your applicable rebate check.
Alameda Municipal Power (AMP) offers rebates to help your business replace old heating, ventilation, air conditioning (HVAC) systems with new, high-efficiency units. Installing an efficient system can save you up to 35% in system energy costs. Non-residential customers are eligible for a rebate up to $50,000 when replacing a natural gas HVAC system with a heat pump heating, ventilation, air conditioning (HPHVAC) system.

Program Requirements
- Pre-approval and post-inspection is required
- Must be replacing natural gas space-heating equipment with electric heat pump equipment
- Heat pumps that meet minimum Title 24 efficiencies qualify (all projects must be Title 24 compliant)
- Gas heating equipment must be fully removed (no redundancy or emergency back-up systems allowed)
- Rebate cannot exceed 50% of eligible costs per incentive rate category or $50,000 per application

- System is defined as a single, connected HVAC network and is not influenced by the number of heating/cooling elements it contains.
- Site is defined as an address (or combination of collective addresses) that is owned and/or operated by a single AMP customer
- All equipment must be new; used or rebuilt equipment is ineligible

Alameda Municipal Power's (AMP) Commercial Customized Program is designed to provide rebates to commercial customers who install energy-efficiency equipment that does not qualify for the Commercial Lighting Retrofit Program or the HVAC Rebates Program.
Examples of energy-efficiency equipment eligible for customized rebates are compressed air systems and server virtualization.

Customer Self-Install Eligibility

Lighting Retrofit Rebate Rate
The current rate is $0.23 per kilowatt-hour.
Customer Self-Install General Requirements
- The projects must utilize new, energy-efficient equipment. Used, reconditioned, rebuilt, or restored equipment does not qualify.
- AMP reserves the right to withhold funding for projects that do not meet technical requirements upon completion.
- All fixture and reflective surfaces and lenses must be cleaned.
- AMP reserves the right to require photometric layout details prior to reserving rebate.
- The new equipment must be compatible with existing equipment and controls; and provide adequate light levels for the tasks being performed.
- All installations must meet the technical requirements listed in the application forms and be installed in accordance with all applicable local, state, and national codes and ordinances.
- AMP may require a third party of their choice to review a project at no cost to the customer or contractor.
- AMP reserves the right to modify or discontinue this program without prior notice at its discretion.
Technical Requirements
- All equipment must be new. Used or rebuilt equipment is not eligible. Higher priority will be given to lighting retrofit projects that include all light fixtures in a customer’s property. Partial lighting retrofits are discouraged
- Specific Terms and Conditions
Fluorescent To LED
- LED HIBAY fixtures (interior and exterior) may require by Title 24 code to have photo-control, vacancy controls and/or dimming controls.
- All screw-in LED lamps must be on the Energy Star qualified product listed.
- All LED fixtures must be Design Lights Consortium [DLC] listed and only the premium fixtures listed in the [linear ambient, high-bay/low-bay, or exterior parking garage] product category will qualify for the lighting rebate. Visit designlights.org/search.
Standard LED To Premium LED Fixture
- Provide specifications of the existing LED lamps or fixtures.
- Existing LED lamps or fixtures must be part of DLC – standard list.
- New LED fixtures must be part of the DLC premium product list.
TLED
- TLED T8 tubes for Type A and B installations do not qualify for a rebate even if listed on the Energy Star website or Design Lights Consortium List.
- TLED T8 tubes for Type C installation do qualify for this rebate. LED drives must be UL listed. All TLED T8 lamps must be DLC – standard listed.
LED Exit Signs
- Only new exit signs that replace an incandescent or fluorescent exit sign qualify. Non-electrified (e.g., tritium) and remote exit signs are not eligible.
- New exit signs must meet UL-924 requirements; have an input wattage less than 5 watts, and a 10-year rated life and replacement of defective parts for 5 years from date of purchase.
How to Apply
Register for an account and submit an online application. Once we receive your application, we will contact you to schedule the pre-installation inspection. If the project is approved, you will be notified by AMP via email. After you’ve scheduled and completed the project, contact AMP to schedule the post-installation inspection. We will also require a copy of a paid invoice and proof of customer payment. Please allow up to 6 weeks to receive your applicable rebate check.

To achieve these energy savings, AMP's New Construction Program offers design assistance grants, whole building approach, and building systems approach.
Design Assistance Grants
Design assistance grants for analysis, building modeling, and research are available to help you design efficient buildings. Owner incentives of up to $10,000 per project can help pay for the investment.
Whole Building Approach
The Whole Building Approach calculates the estimated total annual energy savings for the building compared to the Title 24 minimum requirements. The analysis can be prepared by the design team or by an energy consultant using a comprehensive energy simulation tool capable of modeling Title 24 requirements.
To qualify for a rebate, the proposed building must exceed Title 24 by 10% or more.
Building Systems Approach
This approach applies to the different systems within a building such as lighting or HVAC and is appropriate for smaller, less complex projects.
Requirements
- Applicants must have, or expect to have, a valid AMP account, and projects must be installed on the account listed on the application form.
- The projects must utilize new, energy-efficient equipment. Used, reconditioned, rebuilt, or restored equipment does not qualify.
- All installed equipment must comply with the technical requirements of AMP's commercial retrofit programs - Lighting, HVAC, and Custom. For example, all LED lamps and fixtures must be on the qualified products list of Energy Star or the Design Lights Consortium (DLC).
- All projects must have a pre-installation, if applicable, and post-installation inspection by AMP.
- AMP must approve (in writing) the project before work proceeds.
- AMP reserves the right to withhold funding for projects that do not meet technical requirements upon completion.
- In no case will AMP pay more than 100% of the actual non-taxed cost for the project, not to exceed $150,000 per customer, or 75% of the incremental costs associated with the upgrade.
- Applications will be accepted on a first-come, first-served basis until funds are exhausted.
- AMP reserves the right to modify or discontinue this program without prior notice at its discretion.

Grant Overview
The Community Benefit Building Electrification Grant Program is open to non-profits and community based organizations in Alameda. This grant will award one or more applicants with funding to complete their electrification projects.
The number of applicants awarded will be dictated by funding availability during the fiscal year time period and award amounts for each selected proposal. Depending on project cost and the number of applicants, AMP may approve a single or multiple awards, not to exceed $250,000 total for all projects per fiscal year. The maximum award amount per project will be capped at $50,000 or 80% of total project cost (the lesser of either value).
Costs that can be covered by the program include but are not limited to: material costs, labor costs, monitoring costs, permitting fees, design/engineering costs, and service upgrade costs. All eligible costs must be directly related to implementing electrification measures. Any costs outside of the designated eligibility requirements cannot be used towards the calculated award amount.
Allocation of the award from AMP to the selected applicant(s) can occur up to 4 phases. Up to 25% of the award amount can be given once selected applicant(s) sign a project contract (Phase 1), up to 25% of the award amount can be given once installation begins (Phase 2), up to 25% of the award amount can be given during installation (Phase 3) and the remaining award amount can be given once the project is fully completed (Phase 4). If preferred, selected applicant(s) can receive a one-time payment of the full award amount once the project is completed. If it is determined that the actual eligible costs are below the award amounts during project completion, the final award will be adjusted accordingly to ensure the total award does not exceed 100% of total project cost.
